1. In the G.O. 1st read above, the Government has issued certain guidelines/norms for re-apportionment of teaching staff among various managements viz., Government, Zilla Parishad/ Mandal Praja Parishad Schools, to maintain Teacher Pupil Ratio as per RTE Norms in the State.

2. In the reference 2nd read above, the Commissioner of School Education proposed certain amendments to the G.O. 151 read above and requested to issue necessary orders.

Government of India has enacted the Right of Children to Free and Compulsory Education Act, 2009 and the Government of Andhra Pradesh has issued Rules in 2010 and as per Section 19 read with the schedule of the Act, the Government has set the norms for number of teachers to be positioned from Class I to Class VIII based on the strength of students.

  1. Schools with enrollment <75: No HM or SA(PE)/PET; senior SA acts as HM. Schools with enrollment >76: 1 HM and 1 SA(PE)/PET allowed.
  2. Add 1 SA(PE)/PET for every 350 students beyond 751.
  3. Special Instructors: For Girls’ schools (e.g., Music, Sewing).
  4. Cluster High Schools: Allotted HM and PET irrespective of enrollment.
