ఒకవేళ 2020-21 విద్యాసంవత్సరంలో విద్యార్థుల సంఖ్య పెరిగితే సంబంధిత ప్రధానోపాధ్యాయులు జిల్లాస్థాయి కమిటీకి డిక్లరేషన్ సమర్పించినట్లు అయితే 14-10-2020 నాటికి గల విద్యార్థుల సంఖ్య పరిగణలోకి తీసుకుంటారు.
ఉపాధ్యాయులకు గరిష్ట సర్వీసు 8 అకడమిక్ సంవత్సరాలు. ప్రధానోపాధ్యాయులకు 5 అకడమిక్ సంవత్సరాలు.
1- 10 నాటికి రెండు సంవత్సరాల లోపు పదవీవిరమణ చేయబోవు ఉపాధ్యాయులకు బదిలీ తప్పనిసరి కాదు
విద్యార్థుల సంఖ్య 0 గా గల ప్రాథమిక, ప్రాథమికోన్నత, ఉన్నత పాఠశాలల్లో పోస్టులను అవసరమైనచోటుకు షిఫ్ట్ చేస్తారు.
ప్రాథమికోన్నత పాఠశాల లోని PSHM పోస్టులను షిఫ్ట్ చేస్తారు.
Visually challenged ఉపాధ్యాయులకు బదిలీల నుంచి మినహాయింపు కలదు.
వృత్తి విద్య, క్రాఫ్ట్, డ్రాయింగ్ వీవింగ్, మ్యూజిక్ తదితర ఉపాధ్యాయులకు మాన్యువల్ కౌన్సిలింగ్ సంబంధిత ట్రేడ్లలో నిర్వహించబడుతుంది.
అప్ గ్రెడేషన్ లో మిగిలిపోయిన గ్రేడ్-2 పండితులకు మాన్యువల్ కౌన్సిలింగ్ నిర్వహించబడుతుంది.
పదోన్నతి అర్హతలేని PET లను అదే స్థానంలో కొనసాగిస్తారు.
బదిలీల అనంతరము మిగిలిన పోస్టులను 1, 2 , 3 కేటగిరీలకు సమానంగా బ్లాక్ చేస్తారు.
ఒక పాఠశాల, వేరొక పాఠశాలలో మెర్జ్ అయినప్పుడు కొత్త పాఠశాలలో చేరిన తేదీ నుండి సీనియారిటీ లెక్కించబడుతుంది.
ప్రాథమికోన్నత పాఠశాలలో PS, NS పోస్టులను సైన్స్ పోస్టు లుగా పరిగణించబడును.
ఒక ఉన్నత పాఠశాలలో ఒక్కొక్క మీడియంలో 50 లోపు విద్యార్థులు ఉంటే రెండు మీడియంలోని విద్యార్థుల సంఖ్యను కలిపి |||-A table ఆధారంగా పోస్టులు మంజూరు చేయబడును.
ఈ బదిలీల లో ఏ ఒక్క ఉపాధ్యాయుని డి ఈ ఓ పూల్ లోనికి పంపించడం జరగదు.

శ్రీకాకుళం DEO గారు
1.Doubt : శ్రీకాకుళం జిల్లాలో ప్రభుత్వ యాజమాన్యానికి చెందిన 10 ఖాళీ LP(తెలుగు) పోస్ట్ లు DEO పూల్ లో కలవు. వానిని తిరిగి కేటాయించేందుకు జిల్లాలో ప్రభుత్వ యాజమాన్య UP పాఠశాలలు లేవు.
Clarification : GO MS No. 91 , SE(ser II)Dept, తేది.17.12.2018 ప్రకారం అసలు పాఠశాలల్లో LP పోస్టులే లేవు/ ఉండవు
2.Doubt : పైన పేర్కొనబడిన DEO పూల్ లో గల LP(తెలుగు) పోస్టులను SA(తెలుగు) అవసరత గల ఉన్నత పాఠశాలలకు కేటాయించవచ్చా?
Clarification : DEO పూల్ లో గల ఉపాధ్యాయులను GO MS No.53 , తేది.12.10.2020 లో పేర్కొనబడిన మార్గదర్శకాలననుసరించి సర్దుబాటు చేయగలరు
3.Doubt : GO MS No.53 , తేది.12.10.2020 నందలి UP స్కూల్స్ స్టాఫ్ పాటర్న్ – టేబుల్ II B కి చెందిన 7 వ పాయింట్ ప్రకారం… DEO పూల్ లో గల LP లను అవసరత గల UP స్కూల్స్ (I-VIII) లో (రోల్ యొక్క అవరోహణ క్రమంలో) SGT పోస్ట్ కి against గా నియమించాలి. కానీ… అట్లు చేసినయెడల SGT పోస్ట్ లో SGT నే కోరుకోవాలి అనే హక్కు ప్రశ్నార్థకం కాగలదు.అందువలన బదిలీలలో అట్టి SGT పోస్ట్ లను LP ల కోసం preserve చేయవచ్చునా?
Clarification : రోల్ యొక్క అవరోహణ క్రమంలో అవసరత గల UP స్కూల్స్ (I -VIII) లో SGT పోస్ట్ కు against గా LP ని కేటాయించాలి.
4.Doubt : సర్ ప్లస్ గా గల ఖాళీ LFL HM పోస్ట్ లను, SGT పోస్ట్ లు అవసరత ఉన్న ప్రాధమిక పాఠశాలకు (రోల్ యొక్క అవరోహణ క్రమంలో) కేటాయించవచ్చా?
Clarification : అవును.. 150 కంటే తక్కువ రోల్ గల ప్రాధమిక పాఠశాలలకు మాత్రమే కేటాయించాలి
5.Doubt : GO MS No.53 నందలి ప్రైమరీ స్కూల్ స్టాఫ్ పాటర్న్ లోని 4 వ పాయింట్ ప్రకారం… ఏదైనా పాఠశాలలో LFL HM పోస్ట్ సర్ ప్లస్ గా ఉండి , ఆ పోస్ట్ పనిచేయువారు తప్పనిసరి బదిలీ కాబడుతున్నచో. అటువంటి LFL HM పోస్ట్ ను అవసరత గల ప్రాధమిక పాఠశాలలకు షిఫ్ట్ చేయవచ్చునా?
Clarification : అవును.. అది కూడా 150 కంటే తక్కువ రోల్ గల ప్రాధమిక పాఠశాలలకు మాత్రమే షిఫ్ట్ చేయవలెను

29.02.20 నాటి నమోదు ఆధారంగా ఉపాధ్యాయుల సర్దుబాటు జరుగుతుంది.
దీని ప్రకారం 60 లోపు నమోదు కు 2, 61-90 కి 3, 91-120 కి 4, 121-150 కి 5, 151-200 కి 1 PSHM మరియు 5, 200 పై బడి ప్రతి 40 మంది విద్యార్థులకు 1 అదనపు ఉపాధ్యాయుడు ఉంటారు.
ఒకవేళ ప్రస్తుత మీ రోల్ పెరిగిన పోస్ట్ కోసం 75% పెరిగితేనే చూడమని, అది కూడా జె.సి మేడం గారి నిర్ణయం ప్రకారం ఉంటుందని తెలిపారు.
ఉదాహరణ కు గత సంవత్సరం 5 ఉపాధ్యాయులుండి రోల్ 84 గా ఉన్న పాఠశాలలో ఈ సంవత్సరం కేవలం 3 పోస్ట్ లు మాత్రమే ఉంటాయి. అలాంటి వారి రోల్ 100 దాకా పెరిగిన ఇప్పుడు దానిని పెరిగినట్టు చూడరు. కనీసం 110 దాటితేనే చూస్తారు.
ORDER:
1. Government vide G.O.Ms.No.55 Education (Ser.III) Department, Dated:23.04.2011 and 1. Government of India have enacted the Right of Children to Free and Compulsory Education Act 2009 and Government of Andhra Pradesh have issued Rules in 2010. As per Section 19 read with the Schedule of the Act, Government have set the norms of number of teachers to be positioned from Class I to Class VIII based on the student strength.
2. Government vide G.Os 2nd and 3rd read above have issued norms for rationalization of schools, posts and staff under various managements. During the year, 2016, a Committee was constituted to study and revision of rules issued in G.Os at 2nd and 3rd read above. Based on the report, Government have issued detailed guidelines vide reference 4th read above.
3. The D.S.E., A.P., has brought to the notice of Government that the norms issued for positioning of teachers vide G.O. 4th read above were found to be in violation of RTE norms. He further informed that in the State, the schools are functioning as Primary ( Class I to V) , Upper Primary ( Class I to VII) and High schools ( Class VI to X) but not as Elementary ( I to VIII ) and Secondary Schools ( Class IX to XII). The Government have framed certain norms for Primary, Upper Primary and High Schools based on the recommendation made by the Committee and that there is inconsistency between the norms of RTE and the norms framed by Government vide GO 4th read above.
4. He further informed that during the year 2019-2020, the enrollment in the Government schools increased due to implementation of Ammavodi program and further because of the thrust given by the Government for improvement of the infrastructure facilities in the Government Schools by implementation of Nadu-Nedu Program, the enrollment is further going to increase in 2020-21.
5. Due to the norms framed vide G.O. 4th read above, a number of schools have become single teacher schools, which is against the norms set in by the Right to Education Act 2009. Further a number of schools were closed during the year 2017 on the ground of uneconomic strength. But the Right to Education Act has no where mentioned the minimum economic strength for a school. As per the norms of the RTE, every school that has a strength up to 60 children shall have two teachers.
6. The D.S.E., has therefore, requested the Government to issue orders for setting up of new norms for re-apportionment of teachers in super-session of the orders issued by the Govt. vide G.Os 4th to 6th read above and recommended two sets of norms to be followed for schools up to Upper Primary level and for High Schools respectively.
7. Government after examining the matter, above and in super-session of the earlier orders issued by the Government vide G.Os 4th to 6th read above, hereby issues the guidelines for re-apportionment of teaching staff among various managements viz., Government, Zilla Parishad and Mandal Praja Parishad Schools as appended to this order. The re-apportionment of the Posts / Teachers of Government/ Zilla Parishad and Mandal Parishad Schools shall be taken up by the Director School Education duly fixing a suitable cut-off date.
8. The District Educational Officer, at district level shall prepare two statements showing the Mandal wise, School wise, students strength and the number of teachers required as per the norms appended to this order.
9. After preparation of the statements he shall place before the District Level Committee chaired by the District Collector consisting of the members as mentioned below:
Collector & District Magistrate – Chairman
Joint Collector (V,WS&D) – Vice Chairman
Chief Executive Officer, Zilla Parishad – Member
APC Samagra Siksha – Member
Project Officer, ITDA – Member (for scheduled areas)
District Educational Officer – Convenor
10. The Committee shall undertake the exercise of the re-apportionment of teachers. The Committee is competent to re-apportion the teacher posts / teachers in the Schools under Government / Zilla Parishad / Mandal Parishad as per the norms and guidelines issued as part of this Order.
11. The criteria for identification of re-apportionment of teachers shall be as follows:
a. When a post is found surplus and proposed for shifting to a teacher deficit place, those teachers who have completed 8 years of service at that particular school shall be shifted;
b. If any teacher who has not completed 8 years but happens to be a senior teacher in the school and if he/she is willing to work at the new school he/she may be shifted;
c. In case of non availability of (a) & (b) junior most teacher as per the service rendered in the cadre shall be shifted.
12. The Director of School Education, A.P., shall issue further instructions with time frame to implement the above orders and shall complete the entire exercise of re-apportionment, within the time frame allowed. The Director of School Education, A.P., is the competent authority to issue such orders of clarifications / modifications, if any required, in this regard, in order to achieve proper implementation of the above orders.
13. The Municipal Administration/Tribal Welfare Department may also issue necessary guidelines in this regard.
14. This order issues with the concurrence of Finance Department vide their U.O.No:HROPDPP(TRPO)/2/2020 (C.No.1068673), dated 15.07.2020.
