The goal of the YSR Jala Kala Scheme
Farmers, as we all know, require a sufficient amount of water for irrigation purposes. However, due to high drought statistics, farmers find it difficult to use natural groundwater resources. Keeping this in mind, Andhra Pradesh’s chief minister has created a new scheme known as the YSR Jala Kala Scheme. Under this scheme, the government has promised to drill approximately 2 lakh borewells for farmers in order to improve irrigation. Farmers will be able to use as much water as they want thanks to this scheme.
- This will help to alleviate the problem of a lack of water for irrigation.
- Farmers will now be able to use natural resources and water for beneficial purposes.
- The Free Borewell Scheme will benefit all eligible farmers.
YSR Jalakala SCHEME FEATURES
Before beginning drilling, the Andhra Pradesh government will conduct scientific groundwater surveys to identify borewell sites.
- Farmers with 2.5 acres of contiguous land and no borewells qualify.
- If the farmer does not have 2.5 acres of contiguous land, all of those farmers can band together and apply for the free borewell.
- The government will prioritise small and marginal farmers, as well as SC/ST and women farmers.
- Farmers can apply for this scheme both online and offline through the village secretariat. After receiving the application, VRO will verify it and forward it to the appropriate APD/MPDO.
- With the assistance of geologists, the assigned drilling master will conduct a groundwater survey and submit the report to the relevant APD/MPDO for estimation.
- PD will now obtain administrative approval from the District Collector/Joint Collector and pass it on to the drilling contractor.
- Applicants will receive SMS notifications at each stage of the borewell sanctioning process.
- Following the completion of borewell drilling, the concerned authorities and beneficiaries take digital photographs with geo-tags in the presence of the drilling contractors.
- To reduce human intervention, the AP government uses IoT-enabled equipment to measure the depth of the drilled borewell and casing.
- Payments to drilling contractors are made based on the districts’ predefined success rate.
- If the borewell fails, a second borewell will be drilled based on feasibility.
- At borewell sites, the government will build a recharge pit/water harvesting structure.
- In addition, the government conducts social audits on all borewells drilled under this scheme.
- A Programme Management Unit will be established for a headquarters to effectively monitor and implement the programme.
