Grama Ward Sachivalayam Employees Rationalization Norms GSWS Employee Rationalization Norms 2025 of AP Village, Ward Sachivalayam, G.O.MS.No.01, AP Village Ward Secretariats Rationalization, Transfers 2025, Rationalization of Village / Ward Secretariats and Functionaries, for effective implementation of Real Time Governance at Village / Ward level and achievement of Swarna Andhra Vision.

ORDER: 

a. In the G.O.s 1st & 2nd read above, Government had established 11,162 Village Secretariats and 3,842 Ward Secretariats with 11 Functionaries and 10 Functionaries positioned in the Village /Ward Secretariats respectively.

In the reference 4th read above, the Director, GSWS, Vijayawada has requested the Government to issue necessary orders on the following:

b. Categorize the Secretariats into 3 categories

  • Category “A” Secretariats having population more than 3500 
  • Category “B” Secretariats having population from 2501 to 3500 
  • Category “C” Secretariats having population up to 2500 

c. Deployment of the appropriate number of functionaries to ensure the effective performance of specific functions. Minimum of 6 functionaries in the village/ward secretariats falling under “Category A”, minimum of 7 functionaries in the village/ward secretariats falling under “Category B”, and minimum of 8 functionaries in the village/ward secretariats falling under “Category C”. With the agreement of the government, the number of functionaries in the Secretariats may increase in accordance with the population, nature of economic activity, and workload.

D. Aspirational Functionary to integrate upcoming technologies such as IoT, AI, drones, and other deep technologies into governance. One of the secretariat’s functionaries with technical / applicable expertise and a desire for cutting-edge technologies such as IoTs, AI, and ML will be designated as an Aspirational Functionary.

E. Following the rationalisation of Functionaries, any surplus Functionaries available shall be used in the GSWS Field Offices to be established or redeployed in other Government Departments as determined by the duly forming committee.

f. Habitation(s) located more than 10 kilometers from Village Secretariats may be attached to the nearest Secretariats without disrupting Grama Panchayats or Revenue Villages, or new Secretariat(s) may be established in Schedule Tribal Areas exclusively and functionaries deployed from the surplus pool.

 

g. The Panchayat Secretary and Ward Administrative Secretary will be recognized as the heads of the Village and Ward Secretariats, respectively.

h. Establish a 3 -Tiered GSWS Structure in the field, with a District GSWS Office at the district level, a Mandal/ULB office with supporting staff to oversee and monitor Village/Ward Secretariat activities at the Mandal/ULB level under the supervision of the MPDO/ Municipal Commissioner, and Secretariats at the Village/Ward level. i. Secretariats will serve as a hub for the creation of a knowledge society through skill development, digital literacy, AI adoption, support for MSMEs, food processing and value addition to products, marketing, job creation, and so on.
