Pradhan Mantri Krishi Sinchayee Yojana 2023.The Pradhan Mantri Krishi Sinchai Yojana is a national initiative aimed at increasing farm output and ensuring better resource utilisation in the country.Micro-irrigation is a sophisticated irrigation system in which water is delivered to the plant’s root zone at regular intervals via specially designed plastic pipes. And, when compared to conventional irrigation, it uses 60% less water.

This system employs the drip irrigation method, sprinkler irrigation method, and rain gun irrigation method. Water distribution lines and equipment such as the control head system and fertilizer tank are still present. If fertilizer is treated using this system, about 25 to 30 percent of the fertilizer is saved. This irrigation system increases crop productivity by 40 to 50 percent while maintaining high product quality. With this irrigation system, the accumulation of weeds is reduced by 60 to 70%, resulting in lower Labour costs and a reduction in the incidence of plant diseases.

Strategy and Focus Areas of the PMKSY Scheme

To achieve the aforementioned goals, the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) will be strategized with a focus on foundational solutions in the irrigation supply chain such as water source, distribution network, effective farm level application, new technologies, and information extension service, among others. In general, PMKSY will concentrate on the following points:

  • Construction of water harvesting infrastructure, secondary and minor storage, ground water development, traditional water tanks at the village level such as Jal Mandir (Gujarat); Khatri, Kuhal (Himachal Pradesh); Jebo (Nagaland); Idi, Oranis (Tamil Nadu); Dong (Assam); Increased capacity of Katas, Bandhas (Odisha and Madhya Pradesh), and so on.
  • Development/enhancement of distribution network where irrigation sources (both assured and protective) are available or have been created
  • To promote scientific moisture conservation and implement control measures to improve ground water recharge, so that farmers can use recharged water through shallow tube wells/dug wells.
  • Increasing the use of efficient water harvesting and field application devices on the farm, such as underground piping systems, drip and sprinkler systems, pivots, rain-guns, and Orher application devices, among others.
  • Promotion of community irrigation through registered user groups, farmer producer organisations, and non-governmental organisations (NGOs).

Components of the Program

1) Benefit Program for Accelerated Irrigation

To prioritise the completion of ongoing Major and Medium Irrigation Projects, including National Projects.

2)PMKSY(Har Khet ko Pani)

  • Minor Irrigation is used to create new water sources (both surface and ground water)
    Water body repair, restoration, and renovation; increasing the carrying capacity of traditional water sources; and constructing rainwater harvesting structures (Jal Sanchay).
  • Development of the command area, as well as the strengthening and creation of a distribution network from the source to the farm.
  • Ground water development in areas where it is abundant, resulting in the formation of a sink to store runoff/flood water during the rainy season.
  • Improvements in water management and distribution systems for water bodies to take advantage of available sources that are not being used to their full potential (deriving benefits from low hanging fruits)
  • Micro/precision irrigation must cover at least 10% of the command area.
  • Water diversion from sources in different locations where there is plenty of water to nearby water scarce areas, lift irrigation from water bodies/rivers at lower elevation to supplement requirements beyond IWMP and MGNREGS, regardless of irrigation command

3)PMKSY (Per Drop More Crop) 

  • Program Management, State/District Irrigation Plan Preparation, Annual Action Plan Approval, Monitoring, and so on.
  • promoting efficient water flow and precise water application devices in the field such as drip, sprinklers, pivots, and rain-guns (Jal Sprinkling)
  • Topping up of input costs in civil construction, specifically above the MGNREGS permissible limit (40%) for activities such as lining, inlet, outlet, silt trap, distribution system, and so on.
  • Construction of micro irrigation structures to supplement source irrigation activities for tube wells and dug wells (in areas where ground water is available but does not exceed semi critical/critical/exploited category) under AIBP, PMKSY (Har Khet Ko) (Not supported under Pani), and MGNREGS as per Block/District Irrigation Scheme.
  • Secondary storage structures at the canal system’s tail end to store water available from abundant (rainy season) or perennial sources, such as streams, for use during dry periods via on-farm water management.
  • Water lifting equipment includes a diesel / electric / solar pumpset, water carriage pipe, and an underground piping system.
  • Extension activities to promote scientific moisture conservation and agronomic measures to maximise available water, including rainfall, and reduce the need for irrigation (water conservation)
  • Capacity building, training, and awareness campaigns, including the use of low-cost publications, pico projectors, and low-cost films, to encourage the use of potentially useful water sources through technological, agricultural, and management practises such as community irrigation.
  • Extension personnel will be authorised to disseminate relevant technologies under PMKSY only after receiving the necessary training, particularly in the areas of scientific moisture conservation and the promotion of agronomic practices, such as improved/innovative distribution systems such as pipes and box outlet systems. Master trainers will be appropriate domain experts.
  • Through NeGP-A and intensive monitoring of planning, information and communication technology (ICT) interventions in the areas of water use efficiency, precision irrigation technologies, agricultural water management, crop alignment, and so on will be used.

4)PMKSY (Watershed Development)

  • Effective runoff water management and improved soil and moisture conservation activities such as ridge area treatment, drainage line 5 treatment, rain water harvesting, in-situ moisture conservation, and other watershed-based activities.
  • Converging with MGNREGS for full-potential water source creation in identified backward rainfed blocks, including traditional water body renovation
