ప్రతిపాదిత మార్గదర్శకాల ప్రకారం, బదిలీల కోసం ఈ క్రింది వర్గాలు ప్రాధాన్యత కలిగినవిగా పరిగణించబడతాయి:
i. శారీరకంగా వికలాంగులు అనగా, 80% లేదా అంతకంటే ఎక్కువ దృష్టి లోపం కలిగిన/శారీరకంగా సవాలు చేయబడిన/ఆర్థోపెడికల్లీ సవాలు చేయబడిన ఉద్యోగులు.
ii. శారీరకంగా వికలాంగులు అనగా, 70% వరకు దృష్టి లోపం కలిగిన / శారీరకంగా సవాలు చేయబడిన / ఆర్థోపెడికల్లీ సవాలు చేయబడిన/వినికిడి లోపం ఉన్న ఉద్యోగులు.
iii. వైద్య కారణాలపై అనగా గుండెలో రంధ్రం పూడ్చడం / గుండెకు సంబంధించిన శస్త్రచికిత్స / అవయవ మార్పిడి / పెద్ద నాడీ శస్త్రచికిత్స /ఎముక క్షయ/టీబీ/కిడ్నీ మార్పిడి/డయాలసిస్ మరియు వెన్నుపాము శస్త్రచికిత్స.
iv. పూర్తిగా మానసికంగా మరియు శారీరకంగా సవాలు చేయబడిన పిల్లలు మరియు జీవిత భాగస్వామి ఉన్న ఆధారపడిన ఉద్యోగులు మరియు చికిత్స పొందుతున్నవారు.
v. జువెనైల్ డయాబెటిస్ / తలాసెమియా వ్యాధి/హీమోఫీలియా వ్యాధి / కండరాల క్షీణతతో బాధపడుతున్న మరియు చికిత్స పొందుతున్న ఆధారపడిన పిల్లలు.
vi. పుట్టుకతో గుండె సంబంధిత వ్యాధులు (గుండెలో రంధ్రాలు) కలిగి ఉండి, శస్త్రచికిత్స చేసిన ఆధారపడిన పిల్లలను శస్త్రచికిత్స చేసిన తేదీ నుండి మూడు (3) సంవత్సరాలలోపు ప్రాధాన్యతా వర్గంగా పరిగణించాలి.
గమనిక:
ఆరోగ్య కారణాలపై బదిలీ కోరుకునే ఉద్యోగులు సంబంధిత వైద్య మండలిచే ధృవీకరించబడిన తాజా వైద్య నివేదికలను సమర్పించాలి.)
3. ఆంధ్రప్రదేశ్ ఉపాధ్యాయుల బదిలీలు – 2025 ప్రక్రియను ప్రభుత్వం ప్రారంభించబోతోందని తెలియజేస్తున్నాను మరియు ఈ విషయంలో వివరణాత్మక మార్గదర్శకాలు త్వరలో జారీ చేయబడతాయి.
4. ఈ సందర్భంలో, ఆరోగ్య కారణాలపై బదిలీ కోరుకునే ఉపాధ్యాయులు సంబంధిత జిల్లా వైద్య మండలి నుండి తాజా వైద్య ధృవపత్రాలను పొందాలని తెలియజేస్తున్నాను.
5. పైన పేర్కొన్న విషయానికి సంబంధించి, అదనపు డైరెక్టర్లు/వైద్య విద్యా సూపరింటెండెంట్లు అందరూ 24.04.2025 నుండి 26.04.2025 వరకు (మూడు రోజుల వ్యవధిలో) ఆరోగ్య ధృవపత్రాలు పొందడానికి ఉపాధ్యాయులు మరియు ప్రధానోపాధ్యాయులు హాజరుకావడానికి వీలుగా తగిన ఏర్పాట్లు చేయాలని కోరుతున్నాను.
DRAFT ANDHRA PRADESH STATE TEACHERS TRANSFER REGULATION ACT, 2025.
1. (i) This Act may be called the Andhra Pradesh State Teachers Transfers Regulation Act, 2025.
(ii) It extends to the whole State of Andhra Pradesh.
(iii) It shall come into force on such date as the Government may, by notification in the Andhra Pradesh Gazette, appoint. AP Teachers Transfers
2. In this Act, unless the context otherwise requires,-
(i) “Academic year” means June 1st of the every year to May 31st of next year;
Note:-Headmaster (Gr.II)/Teacher who have completed minimum of nine months of their service in one academic year shall be treated as one complete academic year.
(ii) “Appointment” means appointment by direct recruitment, by absorption or by transfer or by Promotion;
(iii) “Appointing authority” means the authority competent to make an appointment to the post of Headmasters
(Gr.II)/Teachers according to the provisions of the relevant Service Rules for the time being in force;
(iv) “Cluster” means a group of Primary, Upper Primary and High Schools within the Mandal;
(v) “Competent authority” means in case of Headmasters (Gr.II), Regional Joint Director of School Education and
whereas for teachers, District Educational Officer or any officer notified by the Government from time to time;
(vi) “Headmaster Gr.II ” means Headmaster of High school. working against the sanctioned post;
(vii) “Teacher” means a person appointed to a category of post as a teacher, in a Primary or Upper Primary or High School and such other posts as specified in the Schedule;
(viii) “Maximum Period” means
(a) Continuous service of Five academic years for Headmasters Gr.II from the date of joining in their respective School.
(b) Continuous service of Eight academic years for Teachers from the date of joining in their respective School.
(ix) “Minimum period” means continuous service of two academic years in the cadre of Headmaster (Gr.II)/Teacher from the date of joining in their respective school;
(X) “Needy schools” means schools in which Headmasters Gr.II/Teachers are required as per Pupil Teacher Ratio (PTR) under RTE Act or the norms defined by the Government for Re-apportionment;
Short Title and Commencement.
The Act shall be known as the Andhra Pradesh State Teachers Transfers Regulation Act, 2025.
It stretches throughout the state of Andhra Pradesh.
The Act shall go into effect on the date mentioned in the Andhra Pradesh Gazette announcement.
AP Teacher Transfers 2025 Definitions
- Academic year: June 1st through May 31st.
Appointment: Recruitment via direct selection, promotion, or transfer.
Competent Authority:
For Headmasters (Grade II): Regional Joint Director of School Education.
For teachers, the District Educational official or a designated official.
Cluster: A group of Primary, Upper Primary, and High Schools within a Mandal.

- AP Teachers shall be 1st posted to rural areas (Category III & IV).
- AP Transfers occur if teachers complete their Maximum Service Period:
- Headmasters (Gr.II) – 5 years.
- Teachers – 8 years.
AP Teachers Transfers 2025 – Key Definitions
Academic Year:
The period spanning from June 1st to May 31st of the following year.
Appointment:
The placement of teachers or Headmasters through direct recruitment, promotion, or transfer.
Competent Authority:
For Headmasters (Grade-II) – The Regional Joint Director of School Education.
For Teachers – The District Educational Officer (DEO) or any officially designated officer.
Cluster:
A group of Primary, Upper Primary, and High Schools located within a single Mandal, grouped for administrative and academic coordination.
Urban and Rural Areas:
These are categorized based on the House Rent Allowance (HRA) classification:
Urban – Higher HRA zones.
Rural – Lower or basic HRA zones.
Re-apportionment:
The process of reallocating surplus teacher posts from overstaffed schools to those facing shortages, ensuring optimal teacher deployment across schools.
Re-apportionment and Transfer Criteria
Surplus Teachers will be Redistributed According to the pupil-teacher Ratio (PTR).
The criteria for Transfers are:
Completing the Maximum Service Duration.
Male teachers under 50 who work in Girls’ Schools must be transferred.
Teachers with pending Disciplinary issues will Not be Considered for Transfer Requests.
Transfer Entitlement & Special Points
- Service-based Points:
- Category I – 1 point per year
- Category II – 2 points per year
- Category III – 3 points per year
- Category IV – 5 points per year
- Special Category Points:
- Teachers with Disabilities (40%-69%).
- Teachers aged above 40 (unmarried women).
- Widow/Legally Separated Teachers.
- NCC Officers & Scouts / Guides.
- Medical cases (Cancer, Organ Transplant, Dialysis, etc.).
Performance-Based Transfers and Adjustments.
- Performance evaluation will be a consideration in transfers.
- Unauthorized absences result in negative points and the possibility of relocation.
Appeals & Grievances Transfer concerns
- will be addressed by committees at the district, zonal, and state levels.
- Teachers may appeal through various methods before going to court.
Offenses and Penalties
- False information in transfer applications leads to disciplinary action.
- The APCS (CC&A) Rules, 1991 impose penalties for violations of the Act.
Exemptions and Special Rules
- Act Does not apply to schools operated by the AP Model Schools Society, residential institutions, or KGBVs.
- Special cases will be addressed with separate rules.
