AP DSC 2025 Non-Local Reservation: Calculation and Key Points: The Andhra Pradesh District Selection Committee (AP DSC) 2025 is a significant opportunity for aspiring teachers in Andhra Pradesh. With the release of the AP DSC Notification 2025 for 16,347 teacher vacancies, understanding the non-local reservation calculation is crucial for candidates aiming to secure a position. This guide explains the non-local reservation process as outlined in the Presidential Order 1975 and the Andhra Pradesh Public Employment Order 1975, ensuring you have the clarity needed to navigate the recruitment process.

Overview of Non-Local Reservation in AP DSC 2025

The AP DSC 2025 recruitment adheres to the Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975, commonly known as the Presidential Order. This order mandates the allocation of teaching posts to ensure equitable opportunities for local and non-local candidates. The non-local reservation calculation is designed to balance merit-based selection with regional representation, particularly for posts like School Assistants, Secondary Grade Teachers (SGT), TGTs, PGTs, and Principals.

What is Local and Non-Local Reservation?

In AP DSC (Andhra Pradesh District Selection Committee), posts are generally allocated District-wise or Zone-wise, depending on the type of vacancy. According to the Presidential Order:

80% of the vacancies in each district or zone are reserved for local candidates.
The remaining 20% are treated as open quota, where both local and non-local candidates can compete purely on merit.

Who is Considered a Local Candidate?

A candidate is considered local to a district or zone if:

1. He/she has studied for at least 7 consecutive years out of the last 10 years in that particular area.
2. If not by education, the residential address of the parent (father/mother) for the last 10 years in that zone can be considered to determine local status.

This definition ensures fairness and preference to residents of specific districts or zones.

Who is Considered a Non-Local Candidate?

A non-local candidate does not meet the above criteria for the zone/district they are applying to. Such candidates are not eligible for the 80% reserved local posts.

However, they can apply under the 20% open category, where selection is purely based on merit, irrespective of region.

Key Considerations for Non-Local Candidates

Non-local candidates should keep the following in mind:

1. Merit is Critical: Since the open quota is highly competitive, non-local candidates must aim for high scores in the written test and  ET/CTET to rank well in the merit list.

2. Reservation Roster: The AP DSC follows Rule 22 and 22A of the Andhra Pradesh State and Subordinate Service Rules, 1996, for reservations (SC/ST/BC/Women/PHC/Ex-servicemen). Non-local candidates must belong to the same reservation category as prescribed in the roster point to be eligible for selection.

3. Document Verification: After selection, non-local candidates must provide proof of educational qualifications, TET/CTET scores, and other required documents. Any discrepancy can lead to disqualification.

How is the Non-Local Reservation Applied?

Let’s take a practical example:

  • Suppose there are 100 teaching posts available in a zone.
  • 80 posts will be reserved for local candidates of that zone.
  • 20 posts fall under the open quota. These posts are open to both locals and non-locals.

If a non-local candidate scores higher than the local candidates in the open merit list, they are eligible for selection in that 20% category.

It is important to note that non-local candidates will be considered only for those 20 posts, even if they marks better than local candidates in the remaining 80 posts.
