1.             Special Compe
nsatory Allowance on a slab system w ith reference to the basic pay drawn in Revised Pay Scales, 2010, to the employees working in the State Government in the villages / Hamlets of Non-Mandal s, Mandals of scheduled areas and those villages / hamlets of scheduled are as located in Hills / Hilltops located in scheduled areas. The lists of Villages / Hamlets in Schedules areas located in Non-mandals and Mandal Head Qua rters located in Scheduled Areas for sanction of Special Compensatory All owance were detailed in Annexure – I an d II respectively appended to that order and the list of Villages / Hamlets of Scheduled areas located in Hills / Hilltops for sanction of Special Compensatory Allowance were also detailed in Annexure

2.            In the Government o rder Seventh read above, orders were issued implementing Revised Pay Scales, 2015 based on the recommend ations of the Tenth Pay Revision Commission, to the State
Government Employ ees.

3. (a) The Tenth Pay Revis ion Commission recommended to con tinue to pay the Special Compensat ory Allowance on slab rates only and accordingly recommended the follow ing
increase in the rates of Special Compensatory Allowance. The Commi ssion has
unlike in the past allowed higher rate of Special Compensatory Allowance in
Non-Mandals vis-à-vis Mandals.

(b)         The Tenth Pay Revision Commission
further suggested that to issue suitable amendments to the Annexure I, II &
III of Government order first read above, incorporating the names of Villages /
Hamlets covered in the Government orders second and third read above.

(c)          The Tenth Pay Revision Commission also
recommended to extend the payment of Special Compensatory Allowance to all the
employees working in the Villages/Hamlets in Non-mandals, Mandal Headquarters
and Villages/Hamlets located in Hills/Hilltops covered by the Government orders
second and third read above, without restricting it only to those employees who
approached courts.

4.            The Government after careful
examination of the report, decided to implement the recommendations of the
Tenth Pay Revision Commission on Special Compensatory Allowance and hereby
order that the Special Compensatory Allowance shall be payable to all the
employees working in Mandal Headquarters, to all the employees working in
Non-Mandals [Villages/Hamlets other than Mandal Headquarters] and to all the
employees working in Villages/Hamlets located in Hills/Hilltops of scheduled
areas, in a slab system on the basic pay drawn in Revised Pay Scales, 2015 at
the following rates per month.

5.            (a) The lists of Villages/Hamlets
other than Mandal Headquarters in the scheduled areas, the list of Mandal
Headquarters in scheduled areas and the names of Villages/Hamlets situated in
Hills/ Hilltops of scheduled areas for sanction of Special Compensatory
Allowance as above shall be as in Annexure-I,II&III to this G.O.
respectively.

(b)         All the employees working in the
villages/hamlets and villages/hamlets located on hills/hilltops which belong to
Telangana State and are covered by the Court orders as stated in the G.Os.
second to fifth read above are also eligible for drawal of Special compensatory
Allowance, without restricting it only to those employees who approached
courts.

6.            The Special Compensatory Allowance
sanctioned in para ‘5’ above, is not admissible to the Doctors who are eligible
for “Tribal Allowance” as per G.O.Ms.No. 411, HM & FW (A2) Department,
dt.5.11.2001 and based on the Tenth Pay Revision Commission recommendations,
separate orders will be issued by HM & FW Department in this regard.

7.            The above allowance shall be
admissible to those who are drawing pay in the Revised Pay Scales of 2015, but
not in any other pay scales.

8.            The condition of applicability of
the revised rates shall be on the same terms and conditions laid down by the
Government in the earlier orders while continuing the Special Compensatory
Allowance upto Revised Pay Scales, 2010, subject to classification of the Scheduled
areas as mentioned in the Annexure-I, II and III appended to this order.

9.            The Special Compensatory Allowance
sanctioned above shall be admissible to all Government Employees and employees
of Local bodies working in the offices situated in the Scheduled areas in the
State as listed in the Annexures appended to this order.

10.          These orders shall come into force
with effect from 01.06.2015.

11.          Necessary amendments to the Manual of
Special Pays and Allowances will be issued separately.
