TS పంచాయతి ఎన్నికలు – రెండు రంగుల్లో బ్యాలెట్‌ పత్రాలు
👉🏾సర్పంచి అభ్యర్థులకు గులాబీ
👉🏾వార్డు సభ్యులకు తెలుపు
👉🏾రాష్ట్రంలోని పంచాయతీ ఎన్నికలకు ఏర్పాట్లు ఊపందుకున్నాయి. సంబంధిత సిబ్బంది బ్యాలెట్‌ బాక్సులు, ఇతర పోలింగ్‌ సామగ్రిని సిద్ధం చేస్తున్నారు.
👉🏾ఇటీవల ముగిసిన అసెంబ్లీ ఎన్నికల్లో ఈవీఎం ఉపయోగించగా.. సర్పంచి ఎన్నికలు పాత పద్ధతి అంటే బ్యాలెట్‌ విధానంలో జరుగనుండటంతో పల్లెల్లో ఆసక్తి నెలకొంది.
👉🏾ఒక్కో పంచాయతీలో ఓటరు ఒకటి సర్పంచికి, మరొకటి వార్డు సభ్యుడికి ఇలా రెండు ఓట్లను వేయాల్సి ఉంటుంది.
👉🏾ఓటర్లకు అందజేసే బ్యాలెట్‌ పత్రాలు రెండు రంగుల్లో ఉంటాయి.
👉🏾సర్పంచి అభ్యర్థులవి గులాబీ, వార్డు సభ్యులవి తెలుపు రంగుల్లో ఉంటాయి.
👉🏾ఈ పత్రాల్లో అభ్యర్థులకు కేటాయించిన గుర్తులు కనిపిస్తాయి.
👉🏾పత్రం చివరిలో ‘నోటా’ గుర్తు ఉంటుంది.
👉🏾కౌంటింగ్‌ కేంద్రంలో ఒక్కో వార్డు బ్యాలెట్‌ పెట్టెను వరుసగా తెరిచి దానిలోని వార్డు సభ్యుల ఓట్లను లెక్కించాలి.
👉🏾తరువాత సర్పంచి అభ్యర్థుల ఓట్లను ఒకచోటకు చేర్చి.. వాటిని పాతిక చొప్పున కట్టగా కట్టి.. వాటిని పెద్ద డ్రమ్ము లేదా పాత్రలో వేసి కలిపిన మీదటే లెక్కింపును చేపట్టాలి.
👉🏾ఇద్దరు అంతకంటే ఎక్కువ మంది అభ్యర్థులకు సమానంగా ఓట్లు వచ్చినపుడు లాటరీ ద్వారా విజేతను ప్రకటిస్తారు.
వీటిని తిరిస్కరిస్తారు
👉🏾ఓటరును గుర్తుపట్టే విధంగా బ్యాలెట్‌ పత్రంపై ఏదైనా గుర్తు, రాత ఉన్నప్పుడు..
👉🏾బ్యాలెట్‌ పత్రంపై ఓటు వేసినట్లు ఎలాంటి గుర్తు లేనపుడు..
👉🏾అభ్యర్థి చిహ్నం గడిలో కాకుండా పత్రంలో వేరేచోట్ల, లేదా పత్రం వెనుక వైపు గుర్తు ఉన్నపుడు..
👉🏾ఒకరి కంటే ఎక్కువ మంది అభ్యర్థులకు ఓటు గుర్తు వేసినపుడు..
👉🏾నకిలీ బ్యాలెట్‌ పత్రాన్ని వినియోగించటం
👉🏾వాస్తవ బ్యాలెట్‌ పత్రం దెబ్బతిని లేదా చినిగినపుడు..
👉🏾ఆ పోలింగ్‌ కేంద్రంలో ఉపయోగించేందుకు కేటాయించిన బ్యాలెట్‌ పత్రాల వరుస సంఖ్య, డిజైన్‌ వేరేగా ఉన్నా, పత్రం వెనుక వైపున ప్రత్యేక గుర్తు, పీవో సంతకం లేకున్నా తిరస్కరిస్తారు.
వీటిని తిరస్కరించకూడదు
👉🏾అభ్యర్థి చిహ్నం గడిలో ఒకటి కంటే ఎక్కువ సార్లు మార్కు వేసినపుడు..
👉🏾అభ్యర్థి చిహ్నం గడిలో స్పష్టమైన మార్కు ఉండి బ్యాలెట్‌ పత్రం వెనుక భాగంలో మార్కు ఉన్నపుడు..
👉🏾చిహ్నం గడిలో పాక్షికంగా మార్కు ఉండి, మిగతా మార్కు ఖాళీ ప్రాంతం లేదా బ్యాలెట్‌ పేపర్‌ బయటి భాగంలో ఉన్నపుడు.. ఆయా పత్రాలను తిరస్కరించకూడదు.
