What are the characteristics of the PM Kaushal Vikas Yojana (PMKVY)
The following features are applicable under the third phase of the PM Kaushal Vikas Yojana :
- MSDE works with state governments and central ministries to have NSQF certification recognised as a requirement for hiring contractual employees.
- It also intends to make hiring NSQF-certified workers a contractual requirement for contractors and vendors.
- PMKVY complies with the National Skill Qualification Framework (NSQF) and the Common Cost Norms. Any changes to these will require the approval of the Steering Committee.
- Training Providers are paid in three instalments: 30% upon the start of training batches, 30% upon placement verification, and 40% upon successful certification.
- Aside from that, other benefits such as post-placement assistance, boarding and lodging, transportation, and additional support are based on Common Cost Norms.
- Candidates interested in learning more about the Pradhan Mantri Kaushal Vikas Yojana may enrol in training under this scheme in the same sector a maximum of two times; the second time must be for a job role aligned with a higher NSQF.
- This is also applicable for new training on a different course in PMKVY, given a six-month gap between the certification date of the first course and the start date of a batch of the subsequent course.

- The plan is to establish at least one CoE for each sector.

- Is certified for one year from the date the scheme is introduced.

The steps in the Kaushal Vikas Yojana
The following is the procedure for enrolling an eligible candidate in the scheme, undergoing skill training, and receiving the reward and certification under the PMKVY:
- The trainees would enrol in any of the authorised training centers, where they would be assigned a training course and a training partner.
- The training partner would enter all candidate details into SDMS after gathering relevant information from the trainee, thereby facilitating the process even further.
- The trainee would receive training from a training partner at the relevant center, followed by a training assessment.
- Following the assessment, the trainee would be awarded certification for successfully completing the training program.
- The NSDC would disburse the training reward amount to successful trainees after validating their Aadhar Numbers once the certification is handed over to them.
