Indian government appointed committee headed by former cabinet secretary TSR Subramanian has submitted its report for the evolution of a new education policy, the HRD ministry said on Friday. The committee examined a large body of outcome documents, recommendations and suggestions received and also had several meetings with various stakeholders and undertook field visits to educational institutions.

The No detention policy in schools should be applicable till Class V and exams be held from Class VI onwards, the Subramanian committee formed by the government to formulate a New Education Policy (NEP) has recommended.
The committee has proposed to make a rule that students till class V will not be failed by their respective schools. Previously, the rule was for till class VIII.( Present )

Advised for forming an all India level cadre for educational services like that of Indian Administrative Services (IAS). Minor changes in UGC and AICTE.
Proposed for setting campus of foreign universities in India. Such varsities will work under some rule and guidelines. The committee has also advised for audit of higher educational institutes.
The panel has recommended that the No detention policy be reviewed and exams be held from Class VI and Hold examinations from Class VI onwards.
The committee in its report is also learnt to have devoted a chapter on the impact of coaching classes for entrance exams.
Foreign institutions be allowed to come to India to improve the quality of higher education.
Focus on remedial coaching and hand-holding to ensure the learning outcome of children does not suffer.

The committee has made specific recommendations from infrastructure to quality of education, which is an issue of concern, from primary to higher levels, sources said.
Another important recommendation is formation of an Education cadre service which would improve the standards of administration of the education
It has recommended that the No detention policy be reviewed and exams be held from Class VI. The Right To Education law prescribes the no detention policy for students till Class VIII.
However, in case a child does not pass in the first instance, he or she should be given two more chances to appear in the exam.
